That's what congress and lawmakers exist for. They have the resources and the advisers needed to come up with better ideas than this without being guided through the process by the hand.

They proposed a law, and people are showing how they feel about it. That is the only responsibility they have. And I'm 100% certain that while regular people on the internet haven't sent letters to Congress about how they should amend the law, big organizations like google and wikipedia have.

And once again, very few people are saying that there should be no law about this. Most people are saying that it just shouldn't be this law. There is a world of difference between the two, so opposing SOPA/PIPA does not automatically lump people into the pirate/hacker/cyberterrorist subset. Except in your imagination, it seems.
