but the people you're talking about clearly have money of some sort. My mom was talking to me about people who don't have the money or financial ability to take work hours to go to the DMV. Would you say that, in such a situation, it's somewhat more excusable to not have a photo ID? Not necessarily ultimately excusable, but you at least can understand why they don't have one?
