People have a responsibility to stand up and do something if they know that something illegal/wrong is going on. Sure, parents need to be watchful as well, but even good parents can't be everywhere and know everything that is going on with their child. What if the kid is being molested at school, and is too ashamed to tell their parents, but another teacher knows what is going on? You do not think that s/he should have a legal obligation to report the wrong-doing?
I agree that Paterno did nothing wrong, legally. He also hasn't been charged with a crime. He is, however, being crucified by the press and the public and rightfully so. He looked away while a child (and likely multiple children) were abused. He deserves the scorn of the public.

Making it worse was not only that he looked away but he (by simple deduction) did because he didn't want to blow up the football program. The funny (in a sick funny kind of way) is that had he come out then and turned the guy in he would have come across as a freaking god, a savior of kids who was willing to sacrifice the name of the college and the program for doing what was right. Instead he was complicit in a coverup by not acting any further and it has come back to bite him and everybody else in the ass and everything he might have feared would happen to the school and program has happened anyway and will end up being even worse for all involved (and the school). That speaks volume about "Joepa's" actual character.
But wine was the great assassin of both tradition and propriety...
