My point was that if the right to vote in national elections is in the gift of the King, it won't be very easy for the people (as a whole) to force political change if they ever want to. The King would just suspend democracy.
I now see the ambiguity, and that your interpretation is more likely. It's disappointing that they won't be able to vote at a level that could see real change for them, like driving licences.
