The president is the administration. The president sets the goals of the administration and if you want to claim an administration had a goal you need to show it was a gaol of the president. If you are simply referring to some members of the presidents staff you need to say that. You can't make blanket statements about the administration that don't include the president, sorry. The president is the administration.


The President, and that President's administration, the people around him in the high positions, the people he chooses and approves of. One makes the overall decisions, the other does the day to day high level administration work and recommends courses of action for their boss.

We obviously see the Iraq thing in different ways. I find your refusal to believe that there was a definite will to do something about Iraq, a will that capitalized on the post-9/11 national feeling to achieve its goals, just as BS as you find my acceptance of it.
