City limits can be misleading it makes more sense to measure by total metropolitan area. Dallas may have only 1.2 million people living in the city limits but it is more like one giant city called DFW that has 6.3 million people in it. If you measure it by metropolitan area Toronto would just edge out Boston for tenth place and Montreal would come at 15. If you moved the Toronto area to Texas it would only come in third in the State.

I still think that rates them the title of city but it really doesn't compare to America's big three.


America certainly does have more large, spread-out metropolitan areas than Canada, where we tend to huddle together for warmth in the winter. That makes me wonder how the Economist classified their city limits. Did they differentiate between Dallas and Fort Worth, for example? Did they include the Greater Toronto Area in their ranking of Toronto? I'd be interested to see.

But that's a tangent from the definition of what a city is. I'm just curious about what makes something a city in Tom's eyes, and wondering why a centre of one or two million people should be called a town.
