It doesn't snow there, at any rate. It's overcast and rainy in the winter, but it stays warm and green. But yeah, Calgary and Toronto can be kind of rough in the winter. But they're certainly not the worst Canada has to offer as far as winter weather.

The higher average crime rate in many American cities likely also contributed to lower scores. Maybe the public education system as well? I don't know enough about that in the US to say if it would play a negative role in such a ranking.
But like I said to Jens, there's really no telling where the American cities are on the list. They could still have pretty good scores and just not be in the top ten. Obviously American cities are a lot better than a lot of places in the world. That said, there are countries I would choose over the United States. Lots of opportunity in the US, and lots of good people, but a lot of things I don't like as well.

I also noticed the availability of public health care was a factor so I guess they rated free health care as being more important than quality health care and US cities need not apply.
