Is it possible that the connection is somehow split when it comes to the bandwidth it offers? Why would my download work at 600kb/s, which is more than plenty for any site to load, but regular pages take forever or do not get there at all?
Let's keep throwing ideas out there shall we?
LadyLorraine could be right.
Maybe you're right and the server throttles(splits) http / port 80 type traffic, maybe only at certain times or after certain triggers.
Maybe the Secret Squirrels have set up in your hard drive and send out coded messages when they think you're too busy working to notice.
Maybe the ISP is really crap; I know of one or two here in Aus who are big enough to secretly throttle general traffic at certain times, when they think people won't notice. Access to places like speedtest.net or advanced geek pages like irc channels or thinkgeek.com remain unaffected.
