If he finds her attractive and they've been friends previously (i.e. there's an emotional connection) he should clearly, 100%, have sex with her - for numerous reasons. I know you know this is what I was going to say, and I know you knew I know you're going to be mad about it, but we could have skipped some steps. He should have sex with her because it'd be fun and - once he had fun having sex with her - he might want to be with her. Afterall, they've been friends for a while. Sex and friendship is a great way to start a relationship.
