Didn't they already say Thank You, in that case?
The idea is that for the person giving something, it's nice to have that gift formally recognized/appreciated - for which a verbal communication is too informal.
There are quite a few people who would feel a personal thanks is much more important than a thank you card and therefore, the card isn't even necessary.
