The police have said there is no evidence he fired, however they have also said there is no evidence he didn't fire. Ballistic tests on the gun are ongoing. They have said the police fired twice, one to the heart, one hitting a bicep and a ricochet from one of these two hit a police radio.
I did just see a headline saying he didn't fire at officers in quotations so assumed it was directly taken from the IPCC report.
Even reading the Daily Mail article on it seems like at this point they can't 100% rule out that he fired a shot but very probably didn't, not least as they are investigating the bulleted cartridge that was in the chamber.
Also, I heard the rumours about the sock yesterday, and I'd forgotten that a gun in a sock isn't threatening, the powers of a sock to stop a bullet are after all well documented. I don't know why our soldiers run around in kevlar body armour, they should just cover themselves in odd socks.

It would be even harder to fire a gun in a concrete block

To be honest i'm not fussed if he shot or didn't, nor if the gun was out or not. The guy had a gun, the gun was loaded and a bullet was ready to be fired, it's his fault he got shot.
So while being pedantic, has it been confirmed the gun was his? I'm just asking since you are so keen to point out that the IPCC report does cover the chance that he did fire it... and since all the references to the gun in the media describe it as having been found at the scene, not belonging to him, it would seem logical to apply the same doubt to that?
