Why can't some people function without drama in their lives?

What is up with these people that have to stir the ...pot all the time and if nothing is happening they blow some situation up themselves?
Why do some people insist on being jerks in their interactions with others? And then get mad when people don't just take them as they are? I have never been that desperate for attention so I don't understand it at all. I would like to sort of get it - at least enough to show them a little mercy.
What excuse is there for not approaching things civilly? I could understand it better if those people would quietly accept they had better be able to take what they dish out. But they don't seem to be able to do that. What is up with that?

It probably makes them feel more important than they otherwise are.
