Wouldn't one assume it also applies to snow?
One of my friends who lives on Long Island saw the above article in a local paper, so I was wondering about other people at RAFO- their opinions and whether or not they have a law specifically for snow.

One would indeed hope that it's already illegal to drive if any of your windows are covered with snow or ice.
But you can (and many people do) see just fine and still have a crap ton of snow on your hood, trunk, roof, truck bed...which flies off at unpredictable intervals based on the car heating up and the speed of the car, etc. To say nothing of the fact that it can also cover your headlights/brakelights/turn signals. So it seems to me that this is more about you presenting a potential danger to others, and I therefore have no problem with it at all. It's basically the same as having to drive with your headlights on even when you can see just fine
