This morning driving to work, I witnessed (on the other side of the highway) two large, 3'-4' square blocks of snow/ice fly off the roof of a car. They didn't it anyone behind the car, but could have easily hit a windshield and caused a moment of panic/blindness for that driver. Keep in mind, the snow we've had the last couple of days has turned into a kind of hard snow/ice mixture. While I don't think there was any risk of damage to a windshield, those blocks could have obstructed view and would not neccessarily be easily removed by wipers while driving 60mph down the road.
Bottom line, it's a hazard, and people should be removing excess snow from their vehicles before driving. If they do not, and it takes a fine to modify their behaviors, then so be it.
