The felony-sexting law was passed years ago. The new law recently proposed would lessen it from a felony to a misdemeanor. The age of consent is 17 in Texas, so the law applies only to minors 16 years of age and younger.
And, keep in mind that it's not just kids sending pictures of themselves to other kids, it's also kids sending pictures of themselves to adults. And more worryingly, kids acquiring pictures of other minors and distributing them via text without the other one's permission or even knowledge. This last is by far the worst in my view.
