maybe giving them icream cones and asking nice would stop them as well. But since they are already executing each other in the street in much greater numbers then the law will be able sustain and that is having no effect then I think it is safe to assume that the kill them in street idea has been shown to be a failure.

At leaast the icecream idea isn't a proven failure.
