I generally feel that to call it history, you need some sort of perspective on what the changes resulting from the event were. In the Moon Landing's case you need to see it in the context of the Space race as part of the Cold War and the subtle shifts in balance achieved by America's getting there first, and also in the long term perpective of proving it could be done, but really not moving forward terribly from there.

In the cae of the Korean issue - If the shots fired are a border scuffle, it is of little historic interest - if it's the first shots fired in an international, potentially nuclear war, then obviously it has more importance.

I was just being contrary for fun. :P Call it the exception that makes the law a rule. In the case of Korea though you're entirely right: It's impossible to know whether this will come to anything, and that IS the rule with events as they happen. We need the objectivity and perspective provided by time, as well as the opportunity to see what dominoes are toppled, before we can know if a given event is just a minor ripple or a tsunami. The best US example is Truman, universally loathed in his day but generally well regarded now, a reversal so extreme it's George Bushs last hope for respectability (not going to happen, but I understand his desperation).
