It was hyperbolic, but that means a kernel of truth at the core: Being Governor of Alaska doesn't give you foreign policy experience just because across the Bering Strait is a part of Russia so cold and barren even the Russians don't like going there. Basically, she was trying to do like Bush did in 2000 when he pointed out that as Governor of TX he had extensive and regular dealings with Vicente Fox, but there's a lot more traffic (illicit, commercial, governmental or a combo) across the Rio Grande than across the Bering Srait.
