It is obtrusive into your home in a way that other things aren't and it is long settled that people don't have any moral or legal right to be a nuisance with it. It'd definitely way beyond "that's tacky and bright, I don't like it."
I will say that if someone near me were blaring music, they'd find the lines cut by morning.
