I'd say it's up to the community members (Such as LittleGiffen above). If they say no, then no it is.
We don't to get a direct vote on the issue. It is up to the Pennsylvania Gaming Board. As I understand it, they are one of several locations trying for the same/few licenses available in the state. Or maybe that was last time and they are trying something else this time.
The local community is very divided over the issue.
