Just fill bins and then haul the whole damned bin to the dumpster every time it fills? Or do they expect people to conveniently only put their trash in dumpsters?
Well, to be serious, they want us to use non-inflammable litterbins and place them outside escape routes. They just used an unfortunate paraphrasing.
I'll be more enthusiastic about encouraging thinking outside the box when
