Adults talking food from children, when they really have no need to, and doing it repeatedly and deliberately, is simply such an atrocious action that I have to doubt its veracity. Children do not make good witnesses, and there are many people involved who normally qualify as above average in their morality. If one stops and considers the chain of reasoning a normal decent person would have to go through to do this, I can't see it happening. I doubt even in a max security prison you'd see prisoners taking food from kids. I respect whistle blowers but they often have ulterior motives and even when they don't their perception of events isn't automatically correct. Seeing a teacher grab several bags of food is more likely to indicate that teacher is picking them up for their students or setting them aside 'just in case' then poaching from their hungry wards, not only is willingness to entertain that behavior rare but the anticipated reaction from your fellow people - you'd be so low even pimps and muggers would have to kneel down to spit on you - that the rare Grade A Scumbag wouldn't do it out of fear of being caught. So, while I'd not accuse her of anything, considering that taking her at face value requires viewing numerous teachers as utter scumbags is the only alternative, and I'd expect other teachers to have verified her story, and again, regrettably children do not make good witnesses.
