There weren't swans (plural) in the ugly duckling*. There was a swan. So "The Ugly Duckling but with swans" would be a story about a family of swans in which some other bird was raised, thinking himself to be an ugly cygnet.

*Obviously there was a flock of swans at the end, but they weren't the focus of the story.
