Man Utd - mountain of debt hanging over the club
Liverpool - same as above but without CL this season to help finance it.
Villa - Very much mixed opinion, hasn't piled up debt on the club but also quite a few fans would like to seem him reach into his pocket.
Sunderland - Probably not too bad but it's not that long since he took full control.

The impression I get from American sports is they like being fully involved but the owners so far seem to have stayed back. So they might well be able to resist getting mixed up in transfers and going up to collect the trophies:P

To be fair about it, a fair few clubs have also got in a mess without foriegn investors - Southampton, Norwich, Leeds, Charlton etc.
It would seem a strange one though, as I was under the impression the currect Spurs owner was a) a spurs fan (poor man) and b) loaded. Getting on though, I suppose, so he might be planning for when he lets slip this mortal coil.

I'd imagine the sppeal to Americans is the same as people from the various other countries buying up clubs - it looks like a good deal currently to them and it is a chance to buy a sports club that is global, rather than just american.
