Having two moving points of reference, the guy kicking the ball and where the offensive players are in relation to the defensive is practically impossible for one person to get right. And since offsides can happen anywhere on the field, such rulings routinely cancel out scoring shots. That's unacceptable and is one of the reasons why soccer blows.
Also, the penalty shot should be moved back so it is a 50-50 proposition. Once again, this would reduce the impact of a ref calling a penalty in the box.
