So is soliciting sex, which might be what the woman is alleging, since it's common knowledge that many prostitutes maintain a "legitimate" front as masseuses (though most retire before they hit their early fifties. ) Rape is certainly illegal, and the woman is clearly alleging at least attempted rape without explicitly making an accusation she admits she can't prove. The whole thing smells to me though, from refusing to report a crime and telling police she'll pursue it civilly, to (apparently) reporting an actual crime after two years of that produced nothing, only to have the police drop it for lack of evidence and request copies of all her statements so she can "take her case to the media. "
