As someone who has actually been to sea on a ship of war let me assure the things you suggest are much easier said than done, and are really more the thing of movies than of reality.
Fishing nets can cause problems for ships, however when a ship gets caught in a fishing net the weaker ship usually gets pulled under the water so that's not much of a solution there. Also, a fishing net would not 'disable' a submarine's propeller. It could possibly limit the submarine in speed, but more likely it would make the submarine noisy enough to be effectively useless, as stealth is the main purpose of a submarine.
