Brown as incumbent PM has the first refusal on going to the Queen and offering to form a government. He can only do this once a deal with the LibDems has been struck. If the price of the deal is his head, then he can either agree and resign (but will remain PM temporarily until everything is straightened out) or disagree and lose the coalition, probably triggering another election in the process (since this would mean that both the Tories and Labour have failed to form a coalition).
The latest indications are that a LibDem-Tory pact is more likely at this point, and Labour won't get a look-in. Labour and the LibDems would also have a hard time with a deal that gets someone else in as PM (another Labour PM, maybe Ed Balls, David Miliband or Harriet Harman) that the public did not see in the PM Debates or vote for.
Lib Dems: Up 1% of the vote, down 10% of the seats.
