It's not a story, it's a report. It's like reading the captain's logbook from a ship, or something. As far as flow, you're probably right. I don't really mean that it skitters around, it just doesn't give any detail, anywhere. I don't want prose spouting out of the blue (see my recent complaint on Hyperion for evidence) but you can't build excitement or suspense or any sort of emotion with clipped, terse, matter-of-fact, "need to know" sentences.
I need some reading recommendations...
