Which isn't to say that history doesn't repeat itself, because obviously (and unfortunately for the reader) it does and all the intelligent characters reflect on it.
I view the quote more as saying "history can repeat itself, but it's certainly not obliged to." I mean, Kellanved is kind of living proof of that, no?
