I think his deal with Tor got changed so that they are publishing the first "Way of Kings" novel instead. That one is planned to be published next year (he only has some revising left on the book, so as I understand it he should be able to finish it in time).

According to Brandon Sanderson's website, he's negotiated a contract for two books in the Warbreaker series: the one that has already been published, and another one he says will be released in August 2010.
Whether the book will be released that early remains to be seen. He's already working on the 13th WoT book, another book in his Alcatraz series, and he may have started work on his epic fantasy series, the Way of Kings.
Regardless, I'm happy that we'll see more in this world, no matter how long it takes to get here.
