My experience was that the parts involving Adam and Eve, book IX especially but also some later passages including the gorgeous closing lines, were far and away the best (see also my review here). The ones in Heaven are often not very interesting, indeed.
And then there's Paradise Regained, which is thankfully much shorter, but has even fewer things to hold the reader's interest besides, as you say, the flow of words and imagery.
