Carlos Fuentes said as much in his 2011 non-fiction book, La gran novela latinoamericana

After the brief (and distant) siglo de oro the entire country of Spain just seemed to go into terminal decline, including its culture. Latin American literature has sort of picked up the torch as far as the language is concerned, but of course I frequently find that distasteful for ideological reasons and end up enjoying guys like Horacio Quiroga.
From the mid-17th century until Becquer in the mid-19th century, there truly is a dearth of quality Spanish-language literature of any sort. The Zorrilla came out in the mid-19th century and I seem to recall it being good, but not great (I cited it only as another Don Juan example, not something that stands out on its own). It really wasn't until the Generation of '98 that anything collective of a good sort came out of Spain (Unamuno I think is neglected; Machado, after Darío and Becquer is my favorite Spanish-language poet, but he was in the next generation that included Lorca).
But if you come across Fuentes' book, get it. It's one of those books that connects all sorts of dots when it comes to Spanish/Latin American literature and it isn't polemical or political in nature.
Illusions fall like the husk of a fruit, one after another, and the fruit is experience. - Narrator, Sylvie

My list of French literature I've read is extremely short, so, um, Racine? Yourcenar?

Okay, I looked at Don Carlos. I see no resemblance to Don Juan.

I mentioned it because Don Juan appears in it, but is not the star of it

I have the two-volume anthology of French poetry from Pléiade (book series, not the poet group).

You could read the world's first Sci-Fi novel, Lucian of Samosata's Ἀληθῆ διηγήματα.

Having read more about that, I'm tempted to say genre fiction has always been bad.
