In fact, the revolutionaries never really have a big discussion about the politics or ideology of the situation. They're just annoyed by the lack of jobs and hit upon various schemes to resolve the situation by smashing up the city and causing trouble for the government.

In fact, Mieville makes a big point about the factionalism when a character pulls off an amazing feat and none of the other revolutionaries give a toss as what they're doing is totally different. It's more about the process of revolution than the actual ideologies involved.
