If he's serious, I think he's being foolish. I wonder if he's one of those guys who thinks e-books should be priced the same as hardcovers so the author doesn't "lose" money on e-book sales.

Having your book in a library is excellent PR. Some people will check your book out from the library, enjoy it, and buy a copy for themselves. Others will enjoy it enough that they'll make a point to buy future titles you publish. Some will even see a book on the shelf of the library, and be interested enough to just go ahead and buy their own copy. Yes, some people will read it in the library and never buy the book, but if they enjoy the book, they'll likely tell other people about it, and that can generate more sales.
