Because if the commitee chooses the winner it really enforces the point that she had no chance to win and should not be on the list. If it was a public vote, then this whole scandal might have raised her chances of winning if she were to remain among the nomimees.


The same judges who came up with the shortlists would then go on to choose the winners.
