I would say it would make a strong running for the best book I read this year with only Julian Comstock coming close. If you accept the technology side of the story the rest of the plot holds up great with the exception that the strict carbon bans don't really make sense since only coastal areas would care when people are starving so even the coastal area sacrifices would be futile. I think the complexity and depth of characters and setting were amazing and I loved the ending.
