I don't think someone can be your bitch if you have no power or authority over them.

Someone being your bitch means that you own their sorry ass and can penalise them in some fashion for displeasing you. In this situation the only thing you can do is not buy the book and maybe rage about it online. But I don't think in either case the author will take any notice.
If you look at the situation with Melanie Rawn, where she ditched her in-progress trilogy, started writing a new trilogy which then bombed because no-one wanted to buy it because they wanted the final book of the previous trilogy, and she's now moved onto a new trilogy which is almost certainly going to bomb as well, you could argue that in that case the audience does get to dictate to the writer what they write next and if the writer doesn't agree, they lose out financially.
But GRRM isn't in that position. To get there, ADWD would have likely had to have taken a few more years and there wouldn't have had to have been any massive expansion in the fanbase due to the TV series bringing in fresh readers. In face, maybe not even then (since GRRM is likely now already financially secure enough not to have to worry about writing anything ever again).

Though not a fan of ASoIaF, I must agree with Nate et al: If you dislike his performance, fire him.
