That doesn't mean he isn't hard at work!

If you read his blog, up until recently, all he ever talked about was football, going to conventions, and some crappy series he edits, and almost never speaks a word about aSoIaF (other than the HBO series). Going by that, he hardly seems to hard at work on the book at all.

Though with the announcement of the release date, as well as the the approaching premiere of the show, he seems to be working on it a bit more now.
