I think a lot of people read a lot here, and are happy to comment in other people's threads, but that is quite different to actually posting a review. The vast bulk of reviews are posted by the same few names, and it can be quite daunting to post a review if your not one of the regulars. I was quite nervous about posting a review for the first time, and I can imagine others are.
I think that explicitly encouraging people to post reviews is a positive, and incorporating that as a reading challenge would have been a good idea. The only part of the site where there is frequent explicit encouragement to post reviews is over on Books and Tv, because Jens takes every opportunity to remind people.
As I say, I feel a trick was missed.
