The only way of making sure to kill the Potters would be to extinguish all life on Earth.
None of which means they wouldn't blast the house. Keeping the Potters on the run, causing random death and destruction at places they could be, all those would have been legitimate ways to bring them out in the open if they were the secret. Their location was, so blasting it wasn't an option. Anyway, Voldy proves conclusively that their house was the subject of the charm.
By that argument, they could have gone to Hogwarts and started killing children to force the Potters out. It is not an argument.
