Of course, I'm not telling you that you need to wait for it to "get good in Book 4". I think that the first book is all you need to read to figure out if you're going to enjoy the rest of the series.

On the other hand, Storm Front is likely to sit on my shelf for a LONG time before I turn back to it. I'm finishing the bio of Trotsky, then probably reading Catch-22 and perhaps even the three-volume history of the Civil War by Shelby Foote, or The Right Stuff by Tom Wolfe, or The Rise and Fall of the British Empire.
