My point is, is that it is NOT the Sitters who are making the decisions. It it exclusively either Elaida alone, or Elaida under the direction of the Black Ajah. If you haven't noticed, Elaida rules the WT with an iron fist. About the only power the Sitters have is to drag their feet in implementing some of Elaidas pronouncements and actions. And all of the "famous" WT actions were done without consent or input from the Hall. The "attack" on the BT, the attempt to kidnap Rand, the successful kidnapping of Martin Stephanos, the pronouncement about approaching Rand, etc etc were all either Elaida's work or the Black Ajah working thru Elaida, the Hall knew nothing of it.
