IIRC, in the AOL, the oath rod was used to bind criminals and the ageless look was a kind of mark. I think it's safe to assume that not every single criminal in the AOL could channel and, so, would need the help of an AS to swear to the oath rod. Now, my question is: What would happen to the criminal if the AS who channelled the OP to bind them to the oath rod was stilled/burn out/died?
Only channelers could be bound with an oath rod. There were other ter'angreal that could bind non-channelers.
