The point of a female channeler going to the WT is becoming an AS. If she fails, e.g. because she doesn't pass the tests or doesn't have the will/dedication to become an AS, she is excluded. That is similar to any other organization, where you have to prove your worthiness. And it's just reasonable, because otherwise you would reduce the whole education system to become an AS to absurdity.
If they are not worthy, they cannot become Aes Sedai, but that does not make their ability go away, or mean they have no utility. Aren't you an Egwenist? Are you actually questioning one of the few notions on which she and I agree?
There are any number of reasons why a woman might not be suitable as an Aes Sedai, and you are hilariously naive if you truly believe that it is a system of pure merit that is 100% effective at determining the character and worth of a person!
In addition, even if an argument could be made for the purity of the system in most times, this is STILL within five years of Tarmon Gaidon! And Siuan knows better than anyone that the Dragon Reborn has started channeling, therefore Tarmon Gaidon is VERY near. But she is still letting the Tower turn away resources like it is business as usual.
