Moiraine's position was that most of the Prophecies and interpretations were not true, and that they were chiefly needed to convince other people he was the Dragon Reborn.
He might have accomplished them in many ways. In fact, if you look at the books, the way he actually accomplished many of them still did not convince other people, because they interpreted them differently while some of the prophecies are so basic, that they fit many situations.
