All of the things you mentioned are Elaida's actions. Many if not most AS are horrified at many of them. I've already agreed with you that she's a bad ruler. That's why approximately 1/3 of all the AS are actively trying to depose her. So if you are going to say Elaida is superfluous to fighting the Shadow, I'd agree with you. She is as dangerous a meglomaniac as Valda the Whitecloak is.
