The system of Seekers allows to torture people without shred of proof, just on pure suspicions of the Seekers. Compare that to Andor, when even Queen is not allowed to arrest people without proof.
Or in Cairhien where Caraline is arraigned on capital charges because Dobraine said so? Andor is not a country where the ruler and the government are the only things holding together a polyglot society with no real loyalties. The Seanchan Empire is an occupying authority, holding down a fractious population, where we see the consequences of the loss of their rule - absolute chaos. The Seanchan are basically operating in a state of martial law, and the Empress is not of the people, she is the one making them toe the line. It is a completely different cultural mindset and tradition than Andor. There is no indication that the system is abused, and even the Seeker who confronts Mora points out that rank buys you no favors, unlike Tear or Cairhien, and implies that the process is under Imperial review, and she would have been punished for misusing her authority. The Seeker who talks to Karede gives the impression that they pay for malfeasance or absuses with their lives. Karede himself, being, like the Seekers, the property of the Imperial Throne and an executor of imperial power and authority (the sword to their dagger), notes that though he has certain authority as a Deathwatch Guard, he would die for abusing it.
