No, they're the only group that seems to pay more than lip service to the concept of responsibility

what would happen to her if she stayed. Or what about the noblewoman Mora (IIRC) that Rand and Aviendha saw taken into custody merely because a Seeker decided she might know more about what happened at Falme?
Mora was caught in a lie. And she's one of the nobles, not the normal people. Bethamin was terrified of being collared! Read the damn books! The thing I see with the Seanchan is that they combine ALL of the problems of every other society. They clearly play the Game of Houses, Nobles are entitled more than even Tear, the ruler is more absolute than any of the Westland nations, then there is the obvious slave-labor based government society.
How are nobles entitled? Aside from expecting more in the way of courtesies, when do we see nobles take advantage of privileges of rank the way they do in Tear? Your own example shows a noble getting hammered by Seanchan authorities! And while it might be more repressive and policed than we would like, it IS administered to the Blood the same as the people, and probably more, since we never hear about the regular people getting assassinated or arrested. And what the hell do you mean by a "slave-labor based government society"? That phrase doesn't even make sense. Are you stringing terms together to try to make yourself sound smart? While they have slave labor, so what? In the real world, it has been practiced by every race, on every continent, throughout the history of the world. Depending on the conditions, it is a minor flaw at best, and in practice, can be similar or much less abusive than serfdom, which is implied to be practiced in a few places like Tear. As for the idea that their economy or society is "based" on slavery, there is nothing to support that, and the large numbers of free settlers seen in the Return in WH argues against it. In fact, we have seen no slaves at all, aside from personal servants, soldiers and damane, so you cannot make any sort of assertion like that. It appears that for the Seanchan the difference between slavery and freedom is like the difference between self-employment and being employed by another in our society. Ideally, the former would be preferable, but there is a certain degree of security in the latter, as well as being the best route to some kinds of achievement or rank.
