Faile doesn't want Perrin to go to Rand. Faile resents it when Perrin says Rand needs him and that Perrin has to go help Rand. My guess is that Perrin is likely being delayed (at least partially) by his own wife.
I can't really see this. Faile seems to understand Perrin's duty to Rand and the Last Battle. When he needed to go to Rand in LoC she didn't argue or try to keep him back. She just started organizing the people and supplies that they would need. She is adamant that she will go with him, but does not try to keep him from leaving.
Perrin might be hesitant to move from some misplaced desire to keep Faile out of trouble, but that can hardly be blamed on Faile.
Faile has tried to manipulate Perrin (often successfully) into doing what she wants and not necessarily what is best for the world or the Dragon Reborn. Sometimes Faile has been right, other times not. In situations where Faile knows there is no chance of dissuading Perrin from doing something is where she doesn't try to stop him (because she knows it won't work).
Faile didn't want Perrin going to the Two Rivers in the Shadow Rising. She didn't want him to go to Rand in Lord of Chaos. She didn't want him to follow Rand after Dumai's Wells, or go on the mission to find Masema. Faile has been helpful in some ways, but I believe she has been a hindrance in other ways.
